Management company for apartments

If you have read any previous threads you will know i have been having trouble with excessive noise from the apartment above mine.I have been in contact with the owner(it is currently rented out)and she has warned the tennants numerous times and i have also contacted the management company who we pay every month and asked for there help numerous times.They reply and say they will forward my complaint to the owner.Should the management company be doing more than just passing the buck to the owner,surely they should intervene as well as contacting the owner.
