I don't see that he's breaking any ebay rules by stipulating confirmed address. However, it would seem he is breaking ebays rules if he enforces it. So ebay might issue a NPS against him.
As for the law of the land (I know ebay like to think they are the law) such a condition would be enforceable essentially meaning the contract is valid and you have to pay by other means.
You do however have the protection of Distance Selling Regulations as it's a BIN.0 -

His auction conditions can say what they like, but ebay terms and conditions cannot be over ruled and they say if you accept paypal you take it, and therefore if you refuse you could get a non perfomring seller strike.
However with ebay nothing is 100% clear.

I think you may be talking about Verification, which is a different thing. While the site talks about confirming an address, it all comes down to whether or not the credit card company and paypal can interface.0 -
why not simply look at his feedback, send a cheque and use an element of trust???
ebay existed long before payment methods such as paypal were around,
you're just as likley to get scammed by using paypal as you are by using a cheque
i.e.
what happens when the seller clears his paypal account out, and doesn't send your phone.
paypal ONLY refund you from funds in the sellers account. if there are none, you have to call upon the credit card company, paypal will then be out of pocket and will call upon a debt collection agency and adversley affect your credit scoremoney saving my @rse.

While cases have been reported of Paypal sending round debt collectors to sellers who have cleared out their account in anticipation of a chargeback, I have not seen anything reported that they send in the heavies to the buyer. Yes, they might close the paypal account, but I fail to see how they could do anything else to the buyer. If you have some evidence that that is the case, I would be really interested in seeing it. Credit card companies are intensely protective of their rights, and have themselves been know to go after merchants (in this case Paypal) who break their agreement.0 -

bleugh I have never seen it suggested that it is illegal to reclaim money in the UK that you are owed. When a buyer goes to their CC company they are merely using the credit regulations to put themselves in a no loss situation. If the person accepting payment could in turn inists they repay that money still without giving any goods then none of us would ever be safe.
Paypal will set debt collectors on people, they have warning for being aggresive about it. However they go for the seller, as that is the person who owes the money. The buyer has merely put themselves back into a no loss situation. Likewise you cannot be deemed a bad debtor for reclaiming legally money you are owed.
I agree though that paypal now have a clause in their terms and conditions that they will review and possibly close (can't remember the exact wording) accounts of buyers who abuse this (legal right!!) to reclaim their money. Much as I like paypal if it was a choice between losing money and losing my paypal acocunt, I'd dump paypal any day.

It is possible to get a confirmed UK address with Paypal (I did it with an Amex card). However, every now and then, the Paypal database seems to forget that your address is confirmed and you have to confirm it again

The problem the seller has is that he/she has to ship to a confirmed address to have any hope of getting Paypal seller protection (should it be needed). Perhaps you can arrange some kind of alternative address confirmation with the seller to convince them that you are not about to do a chargeback as soon as you get the goods?0
