Urgent advice please

Hi all,
Just tried to buy a phone through ebay via paypal.
Got a message to say the paypal was refunded.
Checked paypal and this looks as though it has happened but will be too early to show on my credit card.

Apparently the problem according to the seller is that although my paypal is verified, the address is not confirmed and offered me other ways to pay ( bank, postal order etc).
is this legit? The phone is quite expensive so don't want to make a mistake.
If it is legit, then how do I go about confirming my address?
This is the first time I've had a problem with a paypal payment.

    I don't think there's anything you can do to confirm your address. It's done by PayPal automatically but doesn't work particularly well outside the US.

    ok, just had a quick read so it is to protect the seller so legit enough.
    Great but how do I solve the dilemma? Gone to help within paypal and doesn't give me much clue. it says register a credit card. I did originally ( egg ).
    If I sent an email with a scan of something showing my address( non descript like phone), would that do?

    As I say, I don't think there's anything you can do to get your address confirmed. PayPal themselves state
    Please note that because not all credit card companies are currently able to confirm an address, only some UK and Canadian addresses may be confirmed at this time.

    Depends I guess on how much you want the phone as to what you do. You can tell the seller you'll only pay by PayPal because it offers buyer protection. If they say no you can file a non-performing seller. Or you can pay by other means.

    Sorry, but my view is if I can't pay by paypal I don't buy. If the seller won't take paypal as suggested in the auction then stick to your guns, don't buy. If he tries to do an NPB on you make sure you respond explaining that you tired to pay but the seller refunded your payment despite you using an acceptable method of payment.

    i offered to scan an invoice that contains name and address ( vets bill so pretty safe for me, nothing private about that!!) but seller doesn't accept as it doesn't offer him protection.

    He has 100% feedback as do I but am i right in saying that I wouldn't have as much comeback by sending a cheque as paying by paypal?
    This is so annoying.
    Other option, could change my credit card linked to Paypal. Does Nationwide Gold confirm addresses?

    It isn't the card that confirms addresses it i spaypal and it is very difficult to get a confirmed address in the UK.

    If you send a cheque you obviously lose any paypal protection you may have had otherwise. In case of non delivery you would be stuck with trying an ebay complaint which has an upper limit of £105 and costs £15. The bit about confirmed addresses is here:

    This is not looking hopeful then. I was just about to change the credit card registered with Paypal to see if that made any difference.
    Am kicking myself.
    The chap did state clearly on the listing about the need for a confirmed address further down the page long after the verified bit which is where I though: oh that's ok.
    Stupid me.
    This is where we reach stalemate, probably. Neither one of us wanting to lose out on our protection.
    I pay by cheque....I am not protected.
    I pay by paypal and he is not protected.
    How easy is it to backout of a buy it now purchase?

    You could ask if he'll agree to go through the mutually agreed not to proceed procedure.

    You could point out to him that (i) as it's a BIN you are probably entitled to cancel the contract under distance selling regulations (ii) ebay will give him a non performing seller (NPS) strike if he does not accept PayPal when it says in the auction he does as sellers are not allowed to restrict who they offer PayPal to.
