They don't have to arrange to collect the goods - it's up to the buyer to ensure their safe return in the event of cancellation. You are correct that the supplier does have to refund the entire amount debited from the customer's card though, including the original P&P charge."There may be a legal obligation to obey, but there will be no moral obligation to obey. That's not what the government's website says:

The seller may charge you the cost of collecting the goods, or you may have to pay the return postage if this is stated in the terms and conditions. If you cancel the order or return the goods within the time limit, the trader must refund your money in full, without a restocking fee, within 30 days of your cancellation.
P&P seems to be as per the seller's terms, but you only have to make the goods available for collection0 -

So you may as well post it back yourself.
I can assure you, no internet retailer in their right mind will pay for courier collection under the DSR cancellation clause. I have been dealing with a fraudulent scamming Company that has charged me for a treadmill I bought from their online shop after I saw it advertised on eBay.The company name and address is Sports Central Kelvin South Business Park East Kilbride G75 0YG Tel No: 01355 263568 Email: sales@sportscentralonline.com After I had ordered the treadmill, I decided to call them and ask them to put a note on the delivery instructions to make sure the driver buzzed up for as long as they could as I may be asleep. They never answered my call, so I left a message. I didn’t get a callback so I called them all of Saturday, I placed 67 calls in total and not once was the phone answered, nor any of the messages I left on Saturday answered. I started to get worried as this didn’t seem right. I called all of Sunday a total of 96 calls and still no luck. So I emailed them, a total of 45 emails and 96 phones calls on Sunday. On Monday morning I received an email from them stating the following 'We have Cancelled your order for 2 reasons; Firstly you have been flagged as a very high fraud risk by Sage Pay and Secondly you tried to contact us through EBay using someone else's Id which EBay flagged up to us as Highly fraudulent. You also seem to like sending 10 messages at the same time and seem highly inpatient which is another flag for fraudulent transactions, so please stop contacting us.'' Kind regards Sports Central'' I then tried calling again and again and again but to no luck, so I tried contacting them on their eBay site and they had my account blocked. They informed EBAY that I had used someone else’s account to send them messages and that I was fraudulent, and eBay believed solely on the fact that I was repetitively sending Sports Central messages on eBay which to be me is very biased. I received another email this morning from Sports Central stating the following ''YOU ARE A FRAUDULENT CUSTOMER; YOU HAVE STOLEN SOMEONE ELSE'S CARD. I HAVE BEEN WARNED BY SAGEPAY NOT TO REFUND YOU AND LET THE BANK DEAL WITH IT. STOP CONTACTING US. EBAY HAS FLAGGED YOU AS FRAUDULENT, SAGE PAY HAS FLAGGED YOU AS FRAUDULENT NOW GO AWAY AND STOP TRYING TO SCAM US!!!!'' A colleaague at work overheard me making a complaint with my bank on the phone so he sent them an enquiry about their website and informed them of complaints he had read about the company of Money saving expert. They responded to him giving them my name and telling him the private details about what had happened between them and me. I am so embarrassed and enraged and this colleague only knew that I was having problems with something I had ordered. I work in a different department and this colleaague knows all about my problems with Sports Central. I feel like they maybe giving out all my details to other people, they all my home address and specific details about me including my bank details. I am speaking with my bank currently and to trading standards as I can not speak to one regulating body about this I have to speak to a few different ones. I dont know what to do anymore please help me.0
