While it is currently possible to do this, be aware that the Networks are aware that you are doing this. As it is, they are unhappy about the way that retailers use their sales commissions to pay customers huge cashbacks as it attracts entirely the wrong sort of customer to the network (the kind that spends very little beyond the line rental and increases their annual churn figures).
It is known that the Networks are looking at the possibility of penalising retailers for packages that are sold where the SIM is not subsequently used in the handset supplied as one way of combatting this problem. If that happens then you can bet your bottom dollar that the retailer will in turn change their cashback T&Cs to compel the customer to use the SIM in the supplied handset.
So my advice to the OP is to make sure that you make an initial set of calls with the SIM card and handset supplied when you first get it and then periodically make use of the SIM card in the new handset over the year. It's far safer for you and, futhermore, it's kinder to the environment (i.e. it won't unnecessarily spoil things for subsequent cashback customers).
