I had a problem with Bootmgr is missing, and it turned out my Motherboard needed replacing.
Are you a member of a library, or can you get access to someone elses PC to see if you can get a working copy of Ubuntu installed to disk. Can you get hold of a disk with an OS, doesn't matter if its ubuntu, xp, vista, etc, just to check to make sure its not a hardware issue.0 -

Ok...so i have changed the setting to usb cdrom. Saved it and restarted. Said "boot from cd-press any key to continue" and am still getting the ntldr is missing :-(0

Never mind. Don't worry, drove me nuts when mine wasn't working.
It could be a hardware issue as previously suggested, but after doing a google came up with these. I assume you have access to a pc at the moment, so try printing a few of these pages out, and hopefully one will sort you out.0 -
Another update...sorry to be a pest! Got into windows repair but have forgotten admin password. Had 3 attempts then it restarted! Looks like i may have to re-install windows!! Great! But i suppose thats better than having to buy a new one :-)0

is good news as its a fair sign you'll be able to boot from your CD drive. 2 non Linux/Ubuntu options you might consider would be:
1- popping in a windows CD (of whatever version of windows you have) and attempting to 'repair' your windows install (or go for an install froom scratch)
(if you think the hard disk itself might be suspect)
2-download the low level hard disk diagnostics from the site of whoever made the hard drive, make a boot CD with that on and test/repair your hard disk before proceeding to step 1 above
3-Finish the snowman0 -

first off, why are people recommending linux when all thats needed is a winXP CD and this guide?.
