    It IS all their fault then, isn't it. I'd not administer the system that way. The discretion lies throughout the whole process, thus saving court time.

    It is NOT their fault. They are abiding by the law. They have no discretion. If the law is daft, it is parliaments fault.

    Listen I said that earlier - that it wasn't their fault but they are little hitler's - these administrators.

    So because of the few it IS their fault as they can't control who they employ.
