Before you do cough up, copy/scan/photo both sides of the parking ticket. remove personal details but leave dates, read the stickies and post the url on here. One of the experts will look it over and advise. If no one is able to answer go to pepipoo.com and do the same. They have more people on hand who can help.

OK, will try to do this, will need to get hold of the ticket, the relative wants to get a informal letter out within 14 days, should he do this? thanks for the advise

So why did he leave the car there, if he was not sure he could do so?

does it matter on why he left the car there? many moterists face parking issues and are often unsure on parking, he got out of the vehicle and consulted a PEO for advise, i assume there role is to advise drivers on legal ways to park, or perhaps i have got this wrong, and there role is to fine only

Perhaps it might have vaguely had something to do with the PEO telling he could park there?

But the PEO was factually correct. The ownership of a blue badge did not preclude the OP's relative from parking in the pay & display bay. There was an error of omission in that the PEO did not tell him/her that they would still need to purchase a ticket but was the question asked about purchasing a ticket?

as mentioned before, the blue badge was presented to the PEO with "can i park here using my badge"

Goodness me. He wasn't asking whether he could simply park there, he was asking whether he could park there and use his blue badge instead of a pay & display voucher. Even if you maintain that the answer was factually correct, it was answering a totally different question to the one being asked.

This is all besides the point because these parasites will never admit to doing something like this, when we all know they do it all the time. The best thing for the OP to do would be to follow peter_the_piper's helpful advice.

LOL LOL LOL I could not control myself with your comment, it really put a smile to my face.

yeah i think you and peter are the best advisors here. I am not too keen on these people either, if only the PEO said "No sir your blue badge does not allow you to park free in this bay, you would need to purchase a ticket at the nearest machine" then all would of been fine

Yes, with all communications to councils never send the original ticket, always a copy. If they don't accept this take the ticket to them and copy it there.

thankyou peter, i know you have advised on all the info from the ticket, but would really like your gut feelin on this? some here say "pay up" the drivers in the wrong, should know the rules, end of story.

Some have said "wait a minute, the driver consulted the PEO, acted on her advise and returned to the vehicle with a ticket displayed"

where do you stand on this???

Until copies of the ticket are shown its not possible to say. You may well find the council are compassionate as its a first BB offence, always worth trying. If not the there may well be errors on the ticket and also the bays could be wrongly painted(pics would help) so you may have a decent chance at adjudication. Bear in mind that, I think, 75% of the tickets sent for adjudication go in the motorists favour but only if there is enough ammunition.

i have spoken to the driver, he informs me the last 14 day is monday. He has written a letter which he wants to deliver to the council on monday together with a photocopy of his blue badge. He has also informed me he has a council disability permit, allowing further concessions of parking within the london borough.
