PEO advised on parking, then issued ticket, to a blue badge holder please help

hello all,
a relative of mine is registered disabled and currently has a blue badge giving him some concessions on parking. He only recently received his blue badge and is therefore a little confused on where he can or can not park.
He drove into a side road and wanted to park. Both sides of the road had "pay and display" parking spaces. He spotted a Southwark Council Parking Enforcement Officer (PEO).
He approached the PEO and asked her if he could park in the pay and display bays using his blue disabled drivers badge. The PEO ignored his question and continued walking. He asked her a second occassion and the PEO replied "check your book" (the PEO was refering to the rule book issued to disabled drivers).
He informed the PEO he was a new disabled driver and just wanted some advise The PEO replied "Yeah you can park there" and continued walking.
The driver left the car and on return received a parking ticket for parking in a pay and display without displaying a payment.
The driver was clearly upset by the experience, but more upset on how unhelpful and sneecky PEO.
The conversation between the PEO and driver happoned at approx 3.00pm. Waiting time was observed between 3:07pm - 3.12pm.
I have since checked the disabled blue badge parking book and it is clear as day that one can not park on pay and display parking bays with a blue badge only. The driver informs me he asked for advise and followed this advise.
Does he have any grounds to appeal against the London Borough of Southwark or should he simply pay the fine and learn the new rules with the blue badge rule book?????

Hi, While i dispise the borough of southwark for employing a person of this clearly uncivilised demeanor in a public orientated job,The driver should aquaint himself with the rules of parking, the same as any other driver. ordinary motorists get penalised for parking in disabled driver only parking bays why shouldnt this person also be penalised for parking without a paid ticket taking a space from a paying motorist.
Clearlty the warden was in the wrong and should have advised the driver with the rules. If the warden didnt know the rules then they should not be doing the job, In this case there should be a clear resposibility on southwark council to dismiss the fine or make the warden pay it for not doing his/her job properly.0 -
It would seem to boil down to one persons word against another. Another way of understanding the PEO is yes you can park there - when you have paid?
As said above its really up to your relative, they could just have read the machine? Your relative could complain about the PEO, but thats another issue. I'd pay up and read the book.0 -

Before you do cough up, copy/scan/photo both sides of the parking ticket. remove personal details but leave dates, read the stickies and post the url on here. One of the experts will look it over and advise. If no one is able to answer go to pepipoo.com and do the same. They have more people on hand who can help.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0 -

Perhaps it might have vaguely had something to do with the PEO telling he could park there?So why did he leave the car there, if he was not sure he could do so?My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

Goodness me. He wasn't asking whether he could simply park there, he was asking whether he could park there and use his blue badge instead of a pay & display voucher. Even if you maintain that the answer was factually correct, it was answering a totally different question to the one being asked.
This is all besides the point because these parasites will never admit to doing something like this, when we all know they do it all the time. The best thing for the OP to do would be to follow peter_the_piper's helpful advice.0 -

I tdont think all of Southwark council is bad though, maybe this PEO was having a off day. Your right my relative should digest the rules around the blue badge scheme, but you know as much as anyone the rules of parking are so confusing, even without a blue badge. Your also right that all people should be "penalised" but as he asked a PEO for advise, that is slightly different than simply parking and walking off. Lastly, I guess it is about the PEO saying one thing and the driver saying another, thanks for your commentTrinidad - I have a number of needs. Don't shoot me down if i get something wrong!!0 -

yep, one word against another, I guess you could say "when you paid" but the PEO was also shown the blue badge, yeah the relative could of read the machine, and could or, should of, blarblar but consulted a passing PEO instead, so you think paying up is the best solution, interesting?Trinidad - I have a number of needs.
