Baxi solo boiler not working

I have a Baxi Solo 50/4 pf boiler that will not fire up. there are usually 3 red lights under the thermostatic knob but now only the first 2 lights are working is this an indication of a problem ?

yes, if only lights 1 and 2 are on it points to the either the fan on the top of the boiler that runs the flue, or the control board. Is the fan spinning or making a buzzing noise at all?
You need to remove the outer casing of the boiler (2 cross-head screws) and unplug the fan at the back of the boiler on the left-hand side, then test for 240v at the socket you reveal. If 240v present then it's the fan, if not, control board. Obviously power off before unplugging and exercise usual precautions when testing volts etc.
I just repaired mine - same fault lights. The little plastic impeller on top of the fan motor had split in two and the fan was trying to turn, and did spin up after turning it all off for a while - the fan motor was quite warm. It looked covered in crud (dust etc) so I've removed and cleaned the fan/motor out with carburettor cleaner and oiled the bearings and super-glued the 2 impellor parts back together, refitted and it's now working nicely
Hopefully it will continue to do so, oiling the bearings is often neglected in routine maintenance/servicing and you may be lucky too, fingers crossed. Be careful not to damage the gasket when removing/refitting - I'll need to get new ones sometime, probably best to in any case.
A new fan is around £120+vat, impeller £8+vat so I'll see how it goes over the next few days. I need to replace the 2 silicone/plastic hoses for the pressure switch at some point as I've tape repaired them before, they are around £8+vat the pair so not too bad to fix it and keep it running, especially if you can DIY
