Council tax waste collection refund

  • I have encoutered the same problem. And I am failing to find a legal argument for the line "the charge is a tax rather than a direct payment for services". The council do issue a "bill" and regard me as a customer, and have a "customer service centre" which are terms synonymous with "service providers". I feel as if I'm deliberately being mislead by words I do not fully understand the legal meaning of.

The only things I can legally do will merely be inconveniences for the council possibly causing tax rates to go up, for example, informing them of missed collections so they have to send a team of bin men to me outside of the usual schedule. I believe doing this costs more then refunding a proportional amount of the money a household pays in their yearly council fee. My point is to get the council to ask themselves "why are bin collections missed?". It could be due to a number of reasons but when they are identified, they can be prevented in the future. The same way that any organisation reviews its flaws and improves performance. Or is there possibly not enough at stake to bother with improving performance in an organisation where "the charge is a tax rather than a direct payment for services"?

The clue is in the name - "Council Tax".

Don't waste your time trying to find legislation that says CT is not a tax, because there isn't any.
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales
