Do you have a Windows licence sticker on the computer? If so you should get hold of the appropriate installation disk, borrow it or something, then use DBAN (mentioned above) to completely clean the hard drive and reinstall Windows.
I don't think many people would be interested in buying a PC that can't access the internet, so you'll be as well deleting everything on the hard drive and installing Linux even if you can't reinstall Windows.0 -

Putting in a new hard drive is certainly an option, but then he would have to spend money to buy it and the computer would still have no operating system.
Using DBAN to wipe the current drive would effectively produce the same result, without any outlay.0 -
Delete all your files and data, then defrag the disk, then copy new files (eg. songs) onto the machine until it fills the disk, and then install a new OS, with as many optional software items selected as there are.
That should have pretty much overwritten every block of the disk.
You can repeat the process if you are extra paranoid..0 -
