Average Speed Cameras On M1 between Jct10-Jct12

Hello everyone
Does anyone know if the Average Speed Cameras On M1 between Jct10-Jct12 are operational.
Driving thru a couple of days ago and came across 12 of these cameras.
However, there were
No warnings
No signs indicating cameras and/or speed limits
and some cameras have signs saying "camera not in use" and some don't.
Was doing 70mph when I encountered the 1st camera, slowed down to 60mph
However people were shooting past me at higher speeds
If anyone knows if these Average Speed Cameras On M1 between Jct10-Jct12 are operational, or where I can find the information.
It will be greatly appreciated.

I was obeying the speed limit initally, i.e. 70mph, however usually whenever there are these cameras it is always a slower speed0 -

Assuming these cameras are in use how long do you have to wait for a ticket ????0

I'm 100% sure that none of them are in use at the moment, I did wonder why they had been put up if nobody was using them
