T-Mobile have a PAYG dongle for £44 on the website has 90 days unlimited use, then after that you can go for £2 a day, £7.50 a week or £15 a month unlimited use whichever suits best
http://www.t-mobile.co.uk/shop/mobile-broadband/mbbpayupfront/
T-Mobile also seems a fairly stable network for data but as always check coverage in your area.
FAIR USE 2GB a Month, but they have a really fair policy, if you use over 2GB in a month, they "May" Restrict you downloading files or streaming Video during peak times, but will never stop general browsing etc. (Cant really say fairer than that)
What does unlimited browsing mean?
Browsing means looking at websites and checking your email, but not watching videos or downloading files. We do have a fair use policy but ours means that you'll always be able to browse the internet, it's only when you go over your fair use amount that, during peak times, you won't be able to download, stream or watch video clips.

I have a little ACER netbook with a Built in 3G Modem, I have used one of these cards whilst out and about extensivly and cannot rate it highly enough.Over 100k miles of Electric Motoring and rising,0 -
Your choice of provider should be based only on whoever can provide a decent 3G signal at your new address.
Best way to check that is to borrow a 3G phone running on your preferred network and test it on site. Don't rely on the postcode checkers to be 100% accurate. No free lunch, and no free laptop

If you go to Tesco , they are doing the £19.99 one with a FREE £10 Top up.
Still think the £44 one is better value but if you want a really basic starter package the £19.99 one in Tesco is not a bad deal with the Free £10 topup
Carphonewarehouse are doing it for £18.49 INCLUDING the £10 topup (Should also get £5 quidco as well if you go thru Quidco)

Go PAYG at first- If your speed is good at the new place then sign up for a contract0

Personally, for light use I would get a PAYG Vodafone dongle. They have (or possibly had) a deal where the data you bought lasted until you used it whereas with most other offers after 30 days the data you bought expires.
Thinking more laterally, would getting a different (3G) mobile and buying a data bundle on your phone be worth a try.
There is no "best" network, coverage of all varies so you want to avoid a long term commitment to one that doesn't work for your location.0 -
Don't get a 3 dongle. Mate's got on and takes ages to start-up.I went away and now I'm back.:j:j0
