Try following the instructions in the link you found, they seem fine. You will need to substitute your website and logon details (you must have had them to set it up in Dreamweaver).
If you can't get to it, then yes, you would have to phone or email them, and request it is taken offline.

Error messages come up and I think its all to do with my not being with Tiscali. as turbobob mentioned in #9.
I am getting error 530 which means invalid username or password
What dept. of Tiscali do you suggest I ring to request the website be taken off.
Tiscali customer services are notorious for being rubbish. I am not very hopeful.

After looking on the Tiscali site I came across an FAQ saying you must connect through a Tiscali connection in order to access your webspace via ftp - so connecting via BT is never going to work - see error 530 here.
The only place I can see to contact them online is here, otherwise it's the 0871 numbers here
