Moving to France: Can I get a French PAYG sim?

My parents are moving to France this year and my Dad would like a PAYG sim card, but from a french operator. He has a U.K sim (vodafone), but he gets stung whilst out in France if he needs to use it (to make calls to French numbers, not to call back to England).

Does anyone have any experience with french operators?

Or can anyone point me in the right dircetion?

Readily easy to change to a French PAYG SIM in France, provided the phone is unlocked.

From my recollection prices were broadly similar to the Uk, however schemes seemed less "customer friendly" as to usage/top-up requirements compared to the UK networks. If I recall there had to be a "top-up" every 90 days.

There is a company called 0044 who provide foreign sim cards with UK instructions. The added bonus is that you get your number before you go abroad so you can tell all your friends, colleagues, etc. I've bought both Spanish and US sim cards through them so far and they arrived in 2 days. Great service.
