but ... " Credit limit up to £25,000 if you transfer a balance on application, up to £10,000 if you don't" , so that wont work if you want a credit limit over £10k0 -
Apply online then - no mention of that in their terms and conditions
Balance Transfer Conditions
Only properly maintained UK account balances may be transferred.
Approval of your balance transfer request is subject to approval of your application for the Capital One Card. We will transfer an amount according to the credit limit set.
The amount you request to be transferred can be your present balance, less the value of any payments you plan to make, plus the value of any sales still to be charged to the account.
Your Capital One Card will be billed for the entire or partial amounts you have requested to balance transfer. The details of the amount transferred will be shown on your next Capital One Card statement.
It is your responsibility to close the account from which the balance is being transferred, if you wish to close that account. Furthermore, any outstanding difference between the amount we have transferred and the remaining balance of the account must be paid by you. You should continue to pay the minimum payment on your account until your balance has cleared.0 -

Changes to Capital One Account T/C came in the post to today
"The following items will now come under 'cash withdrawal' transactions and will be charged the same interest and cash handling fee
Foreign currency
Travellers cheques/money orders
Electronic money transfers (excluding balance transfers)
Payments to open deposit accounts
Gambling
the above changes will be effective from 10th August 2006. Cash handling fee will be 3% of the amount withdrawn, minimum £3, whichever is greater.
