Do not touch the car, just phone the police with the Reg number and they will contact the DVLA to find out who the registered keeper is and will also get it removed if the keeper cant be contacted, this is one area the police are actually useful (in my area anyway), i had a similar thing where someone parked behind my car blocking me, 30 mins a tow truck came to remove it after calling the policeEveryones opinion is the most important.....no wonder nothing is ever agreed on.0

Same thing happened to my sister recently she called the police and it was gone within the hour, it may have been stolen or something so calling the police is a good start.0

Its illegal to block a car in its drive but its perfectly legal to block an empty drive.
So yea, simply phone the police.0 -
As your car is not on your drive and your neighbours also not on their drive? then the police will likely do nothing. Your council may be one of the few who have council parking wardens and who also give tickets to cars infront of any dropped curbs (in this case at the householders request) but most councils do not do this.
Likely outcome is that nothing will be done whether reported to police or council.
Move it & cause damage you are liable
Move it to an illegal position without causing damage, you are liable.
If you have some bicycles/mopeds in your garage or on your property you could try to argue to police that you cannot get them past the parked car to get to the highway (tell them you cannot lift them and nor should you be expected to....the police may take pity and issue a ticket, but you need to give them something to work on.0
