Bar shower

We have a bar shower fed from hot tank it keeps going cold altho there is ample hot water you can feel the shower head end is roasting starts hot and then goes cold when you restart it gets hot again for a time. Any ideas to solve?

Seem to be having adegree of dificulty releasing the final bolt into the chamber not a lot of grip, is there any special tool a wrench seems very heavy handed as the force tends to bend the inflow pipes.
