New flat: "water drained consult plumber before use"

We've just bought a new flat which was a reposession and the water is switched off and there are labels everywhere saying "water drained consult plumber before use". Can anyone help as to what exactly this means and what needs doing? The agent conveniently gave details of a plumber who can apparently sort it for £200 or so but I've got a feeling it might be something we can quite easily do.

With respect - if it was, you wouldn't need to ask? It can be as simple as turning the water on. But that risks flooding, air locks and potential damage to the heating system if it doesn't fill properly.
Get a plumber - your own if you think the Agent is looking at a back hander.If you want to test the depth of the water .........don't use both feet !0 -
Fair enough - my thoughts were to let the air out of the radiators and turn the water back on. Will have to look for recommendations for a local plumber that is well regarded.0

personally i'd have thought it would just be a matter of turning on and filling/venting the heating system. Im assuming it is drained to stop burst pipes in the cold weather. Of course there could be leaks (which you wouldnt know until you turn on the water) but leaks can start at anytime.

At first though I would have said turn the water on and see.
But it would be on my mind that if the repossession was acrimonious, you do not know if damage had been done.I used to be indecisive but now I am not sure.0 -

A plumber would do a soundness test before filling the whole system with a load of water.
They may even disinfect the system just in case the person who previously owned the house had done a sh*t in the cold water cistern.
But hey. You would just jump in... Fill it up.... & be brushing your teeth if there was no leaks....Not Again0 -
Also if the heating system has been drained down completely it will require inhibitor putting in to prevent corrosion.0
