The claiming to have a warrant when they did not is a very very serious issue, once the court case has been resolved a complaint to the DVLA would be in order. These parking companies rely on the DVLA giving them the registered keepers details. The DVLA give them the data on the basis they have a reasonable cause to request it, however it is also subject to the company they divulge the information to being fit and proper. Pretending you have a warrant when you do not are not the actions of a fit and proper company. So they DVLA should take this into account and there is a chance they will stop supplying the data.
The following is taken from page 18 of the BPA code of conduct which PCNUK are trying to become a member of
You must also include information telling keepers of
the ‘reasonable cause’ for asking for their data from
the DVLA. You must tell them about the complaints
procedure they can use to notify the Information
Commissioner and the DVLA if they believe their
data has been used inappropriately. You must also tell
them how you deal with disputes, in case they want to
challenge the ticket

I notice on that threatening letter a "DVLA charge" of £12. As it only would have cost them £2.50 for that information, then the rest is yet another illegal penalty charge. The criminal charges are certainly totting up against them.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

I was thinking the same myself, was always interested when they taught me as a child about neanderthals in history lessons, never thought I'd ever get the chance to meet one in person, an opportunity not to be missed.

You are of course correct, there was indeed an award at the meeting for "Joined up thinking" this replaced the cancelled award for "Joined up writing" due to a lack of credible nominees. I recommend, as well as forming your defence, you do the following:
1. Inform the Police about the visits to your home demanding money. They don't have a court order so they cannot demand money in this way. It's harassment.
2. Inform Trading Standards that you're being harrassed for money by a rogue parking company.
3. (Most important) Write to Gala Bingo's head office informing them that you are being harassed for money by PCN on their behalf. Not only will this let Gala know what these guys are like.. but Gala have the power as landowners to quash your ticket if they see fit. ie: They can instruct PCN to make this go away.
That sign is very useful. It states that PCN will immobilise vehicles.
They do not hold a valid SIA licence for immobilising vehicles. It would be a criminal offence for them to do so. Thus the sign is invalid.0 -

I would assume that PCN-UK are hoping the Claim Form is ignored.. so they get a default judgement.
If they're really thinking of taking this to court then they're either being advised by Lionel Hutz (Attorney at Law) or they really are Care in the Community people.0
