  • Landlord is the one who sorts the permits out for the residents, but apparently he applies to the council.

    Sounds as if the land is council after all and restricted to cars with residents permits (probably just for that zone, ie Leopold St Annexe) , rather than ordinary motorists withh pay and display tickets. Pic of the sign would help, but not looking good, I'm afraid.

    Although if it is council land, it doesn't explain this:
    His girlfriend usually parks in this space but she was still at work. She does NOT have a permit and her estate agent and landlord have said they would not need one.

    I'm not sure. From what I can see from Google Earth, the entrance to the multi-storey carpark is in Leopold St and the exit (see Give Way triangle) is into Princes Place and the land at the back of the multi-storey is therefore called Leopold St Car Park Annexe.

    At the moment it's not looking good and all I can suggest is an informal rep on the basis of his friends illness, verified by his company.

    Thanks, that makes it more clear, so ignore my previous suggestion. Maybe the NTO will have flaws, they often do.
