On page 130 in the September 2010 issue of Cond! Nast Traveller to identify the road in the picture and the city in which it is located. Correct answers will be placed in a random prize-draw, and one reader will win a five-night holiday for two at Pimalai Resort & Spa, staying (on a bed-and-breakfast basis) in a one-bedroom pool villa. The prize, worth £7,900, includes international flights from Heathrow to Bangkok with Thai Airways as well as transfers. The holiday is subject to availability and must be taken by September 2011 (excluding 21 December-10 January 2011).
This sea-swept roadway is located in a city founded nearly 500 years ago by settlers who were correcting an earlier error of judgement. In 1514 they had established a town on mosquito-infested marshland about 50km to the south; five years later they relocated to the city's present site, where conditions were much better.
Having prospered as a trading hub, the city began to develop the trappings of power. Defensive towers and ramparts sprang up, and mansions were built for wealthy merchants and their families. The city's fortunes rose and fell over the centuries, as nations including Britain and the USA fought for influence over the island of which it is the capital, and in the resulting political turmoil, many of its grand buildings fell into disrepair. Today the island is an independent republic.
The road in the picture stretches for seven kilometres along the coast, and on less stormy days its broad promenade is full of life. Where are you?

I agree with you amsquared, yesterday I posted the September one separately here https://forums.moneysavingexpert.com/discussion/2642783 and the August one is here (only in this thread) http://www.cntraveller.com/news/competitions/where-are-you-august-2010, but it is for Mauritius so is relevant to this thread although the end date is end of August. The July link no longer works so is invalid.
