Well, you wouldn't be strictly be a new customer, so I'm pretty sure the answer is no.
Whether you could pass yourself off as a new customer is a different matter.

I moved two weeks ago and only took the box and remote. Needed a new install at new address but called Sky before I moved telling them I wished to cancel. After mentioning the word cancel, I was offered a free install and 3 months on the top package at half price. My account carried on as normal. Only the change of address has changed.0
