Towel radiator is always cold

I don't know how it works - I'm not an engineer. The pipes just come up from the floor and are attached to the radiator, the same as all the others in the house.
I just know that in the summer, with the boiler set to produce hot water for the taps only and not for the radiators, this radiator still gets warm enough to dry damp towels after a bath or shower.0
