Certainly sounds suspicious to me.
When involved in an accident, drivers are required to stop and exchange details (name, address, identification number of vehicle, etc)
Where this is not done, it must be reported to the police as soon as possible and in any case within 24 hours.

Your son would at least have been given an incident number if he had done this.
What's more, based on the story given, it sounds unlikely the other driver would be planning to report the accident which itself would be an offence.

In the unlikely event the other driver does report the accident, then the police would want to ensure your son was given the details he was entitled to. That would be impossible if no record of the incident had been made.
Even with just part of the registration number and the type & colour of the vehicle, it can sometimes be possible for the police to trace the other car dependant on the number of local matches of that are registered in the area.
If only a few matches come up, it would be easy for the police to eliminate these as presumably the other car is damaged too. This would need to be done as a matter or urgency, even if the owner/driver wasn't actually approached at the time, as repairs can soon be made."Now to trolling as a concept. .... Personally, I've always found it a little sad that people choose to spend such a large proportion of their lives in this way but they do, and we have to deal with it." - MSE Forum Manager 6th July 20100 -
Your son should:
1) Photograph site of accident.
2) Photohraph damage to his car, zooming in on any area that shows paint/colour from the other car.
3) If he spots the other car then photohraph damage to that car, zooming in on any area that shows paint/colour from his car
Send all of above to his insurance company.
Take/Send all of above to the police.
Agree about checking for CCTV.
