When to transfer cash isa ?

When is the best time to transfer from one ISA to another?
Is it best to wait until a couple of weeks before the present one ends or can it be done at anytime.I have one that matures in March but the Northern Rock fixed ISA looks attractive to me.My present ISA is my first si I am not familiar with the best strategy.

What do you mean by mature? If its a fixed bond type then most of the time you cannot transfer until it has matured. If it is instant access you can transfer anywhere anytime, but I do believe you are too late for NR ISA.

If you mean the NR Fixed 3.5 ISA Issue 127, it seems to have been withdrawn.

Sorry I should have been clearer.
I have £3600 a M&S Advantage Cash Isa that will finish March 2010.
I am wondering weather to leave it or transfer it to a (hopefully) better paying one.
Not having done this before I am unsure if its better to do it now or wait until nearer March.I assume that the £3600+any interest will be transferred and it will then be another twelve months before that one finishes?
