PAYG Advice needed

Im looking at getting a payg phone or just a sim for my niece.
Thing is we want a payg that can have money added to it as and when but also if the credit runs out we want her to be able to text or be able to phone one number just so we know she is ok, i have heard of one or two companies that do payg like this (where you can contact a number when out of credit) but im not sure who will do it, does anyone know of any deals like this?

O2 has a "borrow a quid" format which basically means you can use one pound emergency credit if your balance is zero.
The pound is then deducted from the next top up.
Orange do similar,however their amount is £2.50 and the amount is again deducted from the next top up.
The info was obtained from DD1 who is a all too regular user of these "loans"0
