An RM PO Box is situated at an RM Sorting Office.

they will deliver to a po box at the RM sorting room.
they will not deliver to a postal address
    ie 34 high st, wherever.

sorry i dont get you,now you are saying RM dont deliver to a postal address?
where else would you expect an RM po box to be?

OP you can still send the item recorded delivery. Your buyer will either pick it up at the local delivery office or have an arrangement to have it delivered to a said address. A signature would still be required either way.

I'd listen to the alarm bells myself.

You can pay extra to have your mail to your post box forwarded on to your home address. Businesses use this so they sound a bit more posher or to hide (although anyone can ask to know who has the post office box so its a bit pointless).
There could be 1000's of reasons why they have a post office box. They may have a lot of mail go missing or live in a shared house. Maybe they have a secert child they don't want their wife to know about? As long as paypay say its okay to send to then send it and forget about it.

I deal with post and the post office will not deliver to a PO Box

I don't think that's true. I posted a recorded delivery letter to a PO box and it got there fine. I even phoned up Royal Mail beforehand to confirm this could be done and they said yes.

Yes, it would have got there fine,
The recipient would have picked it up at the RM sorting office or
paid the RM to deliver it.
