"The charge is not a fine. Ordinary private companies have no powers in law to issue fines or penalties. Legally speaking it is nothing more than an unenforceable invoice. Costs cannot 'escalate' as the amount is a spurious sum plucked out of the air anyway. The registered keeper has no relevance in any of this - only the driver at the time can be party to any alleged contract, the sum being demanded an unenforceable contractual penalty.
It is a scam. All these companies do is send out threatening junkmail before eventually giving up. See attached for the Euro letterchain: Scam0 -

Can I just say that if you are in a union to get them involved, they would be able to help you, and check your contract of employment in relation to parking tickets, it probably mention fines and speeding tickets etc, this is neither of them, and they have no legal right to take money off you to settle this, if they pay it without your authorisation issue them a letter before action and take them to the small claims, though that last action would be up to you obviouslyExcel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors.
