Getting an ID Card

My friend is over 18 but has problems getting into clubs etc they dont believe she is over 18,where the best place to get an id card to prove her age and the quickest way?she doesnt have driving license or a passport,thanks

Most bars I attend will only accept Passports or Driving Licences. Occasionally they will take a student ID depending on whether it looks ok.
