Car - Ebay Cat C not on listing

            Ebay do not care about buyers refusing to pay, if the seller complains they will merely tell him to go through the full dispute process to reclaim his fees and give the buyer a strike.
One strike will not harm a buyer, two will though as most sellers have their preferences set to exclude buyers with 2 or more strikes. No one apart from a court order can get a buyer to pay , just as no one else can make a seller sell if they refuse.
I think I'm going to agree with you on this one. Ebay are only concerned about making money rather than entering into disputes.

            it was described as a 'solid car' and listed the work done, but there was no mention of the cat 'c'. As an older low value car i was expecting some work, but not a full vehicle inspection and therefore not what i want. There has been no exchange of goods, fine if i have to pay his list fees, but I haven't ended up with a lemon.0

could still be a "solid car" like i said may be a stolen recovered, as its an old car could you really expect it to not be in some sort of accident some point in its life from a little tap? and you wont have to VIC( vehicle identity check) test it again in order to tax the car if it has alwready had it done.
if he has listed the work done and can verify with reciepts then that should show its been looked after. as mentioned CAT C doesnt have to be declaired as standard practace but if asked should tell you the truth> could of sent him a message asking the question " has it been involved in a accident" if he said no then you would of hpi'd it and found it has and had good grounds to reject the car as it was not as described.0 - 
            Doubt you will get bad feedback ,think about ..if he gives you bad feedback you will answer back explaining why you pulled out the deal ie its a cat c ,meaning everyone who is looking at it will think twice then

I think the Op has done everything correctly, you can't HPI check every vehicle you are interested in and bid on. Only the ones that you are almost going to buy privately or the ones on ebay where you win the bidding are you going to HPI check. If there's anything wrong that hasn't been disclosed you pull out - simple as.
I'd leave the seller a negative.

A lot of buyers do not even view the vehicle.Because it's the sort of thing that should be disclosed by an honest seller.

That's a good point so before a neg, tell the seller why you are pulling out and if he comes back all innocent he should be more inclined to accept that you are not going to buy the car. You don't neg him, well I wouldn't leave feed back at all and see if he relists soon after. If he relists without disclosing cat 'c' I'd give him a neg then. If he comes back and says he didn't know about the cat c but nevertheless expects you to buy the car, I'd neg him.
If he comes back to you and it's clear he knew it was cat c and/or argues that he didn't need to disclose that then neg him.
So there's one scenario where he gets a green, he claims he's innocent and relists as a cat c
There's one scenario where he gets no feedback at all he claims innocence, and does not relist within the feedback timelimit. All other scenarios (I think) result in a neg.0 - 
            I think anything that significantly impacts value or running cost of vehicle should be mentioned.
I would say a Cat C is definately one of those as it will impact insurance as well as resale value.
I would leave it and not worry about it.
The seller has misrepresented the vehicle.
Good on you for at least doing the HPI - Agree 100% you cant do it on every car you look at as too expensive (unless you have trade account).
See far to many threads on here where people havent done the checks and now are out of pocket.0 - 
            I must be a wimp..........I only neg if the seller has stolen money from me or been abusive.0
