No, I have never seen a property wired like that. Any electricity used during the E7 hours is charged at the cheaper rate. The storage heaters may all be wired on a separate circuit. If the 'white meter' circuit is used 'out of hours', you are charged at a premium rate. i.e if you override the immersion heater through the day.
Or that's how it worked for me

You should read more carefully!between Midnight & 8am would be EIGHT hours, not seven

You can still have 2 separate meters, or one meter with 2 displays.
The meters can be controlled by a mechanical clock, or on by a radio signal.

I know one that has. The clock runs slow & gets further out of sync. The cheap rate is supposed to be between 12 & 7 (looking at the settings on the dial), but because it's so far behind, it now comes on between 10am & 5pm!Many homes have mechanical switching
You don't say is you have a new digital meter, or the old mechanical ones. The mechanical ones, you could often hear switch over at the appropriate time, with a bit of a clunk.
Digital ones I thought used a radio signal to trigger the switchover.0 -

I use an average of 12.5kW in a 24 hour period. From midnight to 7am it usually comes to around 2.5kW. I worked it out that if I was on economy 7 on my present tariff I would be paying an extra £127 a year.0
