Ior uses my internet site Buts uses VERIFIED by VISA.-- This is a new service where when you are buying items on the net you have to type in your pin to buy goods- If done so- teh customer cannot charge back.

If this is true than no one in their right mind will ever buy anything again from a website as it would be easy for a seller to just run off with the goods and for there to be no comeback at all against the credit card company for non receipt.

I wasn't however aware that there had been any changes to credit regulations as none of the financial press have carried stories, or warnings about not buying online where this sytem is in force.

I'm wondering though if there is some confusion about two entirely different aspects here. One, where chip and pin is used it is more difficult if not impossible for a buyer to claim fraud as it would be an admittance that they had compromised their pin. However, the right to chargeback for non receipt remains as that is not dependent at all on whether a buyer knows their pin or not, it is a simple case of whether or not goods were received by the buyer.

Going back to the original question, I think you have ended up answering your own query. Your only option if indeed you are in time is to start a claim against your credit card company for non receipt of goods. I can't see what else you can do as there are no other options available to you. If that means you lose your paypal acocunt, then so be it. A claim regardless of what paypal says shouild not be able to make an adverse difference to your credit scoring.

It's not true. It only guards the seller against the customer claiming they didn't create the transaction - from http://www.visaeurope.com/acceptingvisa/verifiedbyvisa.html

"Three-quarters of all disputed transactions, or chargebacks, happen when the cardholder rejects the transaction when he or she claims claims that they did not take part in or authorise the payment. Retailers who use Verified by Visa are not liable for chargebacks relating to this type of dispute."

Thank you for clarifying that, it puts my mind at rest! It didn't seem logical to think that just by using chip and pin a buyer had no comeback for non receipt.

This also raises another interesting point to discuss..namely paypal. At the moment the only thing that I believe paypal are lax about is the claims for 'fraudulent use of credit card'. If paypal could eventually start using any form of the chip and pin system I would think that would mean that sellers would be protected against claims of fraudulent card use. This would be a great step forward.
