NPB strike still means buyer can't leave feedback?

Just checking - is it still the case that giving a buyer a NPB strike means they can't leave feedback for the seller? I thought that this was the case, but after checking on eBay "help" pages I seem to be finding contradictory stuff. Thanks.

Lost count of the amount of strikes I have filed this year.

Still haven't got a negative from any of them, touch wood.
