Orange contract renewals

I have a couple of Orange contracts ending shorlty and, as noted in another post, have found the 12 month cashbacks rather uninspiring.
I have pursued Orange fairly gently and they have offered me a ppone which would pretty much cover the cost of a 12 month contract if sold on ebay. The contract offers a curious sliding scale of minutes / texts, with one offer being 250 mins and 30 texts or about 110 mins and 250 texts.
I got the very distinct impression that I was being offered a deal out of a book (so to speak) and that the agent I spoke to had no discretion to improv on it. Would that be correct ?
Does this sound reasonable for a non-cashback deal and if squeeze harder might I get more ??
The alternative is another accursed cashback deal and I am then left to deicde to go with the reasonable but unisipring deals at the blue-chip CPW or the very attractivde deals at the (presumably) financially less secure Coolnewmobile.
