Start -> Control Panel -> Add/Remove Programs -> Add/Remove Windows Components -> Uncheck Internet Explorer and complete the wizard.
Reboot, repeat above and check Internet Explorer.

Not 100% sure this will work, but worth a try.
Add/Remove doesn't always show IE in it's list (typical Microsoft I guess!!!)
However you can run an easy repair from a command line.
Go to start, then click Run.
Copy/paste the exact text below into the run "Open" box & click OK
rundll32 setupwbv.dll,IE5Maintenance "C:\Program Files\Internet Explorer\Setup\SETUP.EXE" /g "C:\WINDOWS\IE Uninstall Log.Txt"
Depending on which version of IE &/or Windows, you normally get the option to repair Internet Explorer (Works on IE5 or 6)
Might solve your problem as it does sound browser related.
Better solution though, ditch IE & get Firefox
