Anyone in Oxford Area having signal problems i

Hi - just wanted to check if anyone else in Oxford area has problems with signal for mobile phone?
The reason I ask is because since my daughter went to Uni down there she has terrible problems with her 3 mobile - Texts take up to 4 days to arrive to someone living around the corner and if she calls them it goes straight to answerphone in which case she is charged for a 1 minute call - we were unaware of this until we just got her last bill for October- it was double what it should've been!
I spoke to customer services and they said they were unaware of any problem and because she is able to make the call (even though because of signal it goes to answerphone on most of her calls) they charge because it is classed as a call!
As I pay the bill I am not happy about this - is there a network that works or at least does not charge by the minute - even if call does not get through??
After a 1 hour call to an indian call centre (bless them, but it does get a bit like hitting head against brick wall) they finally credited my next bill with £5 as goodwill gesture, however I have still been paying over £20 per month for calls she is unable to make!

The 1 minute call is the minimum charge. Answering services are not free, and it is the callers that pay, as you and your daughter are finding out.
There is nothing that can be done about poor signal problems when you call someone else if the problem is lack of their signal rather than lack of yours.
So if your daughter has a signal, then she can make calls. If she calls someone's mobile which is out of range of a signal, then there is nothing the she or her operator, 3, can do about it.
There are various threads on this forum about turning of your voicemail because it costs everyone else. This applies to landlines and mobiles and I urge all to do this.0
