DVLA Photo licence renewal for free?

I used mine to get a car off Eurocar in Austria earlier this year and that's despite mine being almost 40 years old, mostly sticky tape, bilingual and with multiple hand written alterations.

I think this is a disgrace being asked to pay another 20 pounds growing to 24 pounds as its about 4 pounds for new photo! I called DVLA to ask why I had to pay to renew and why I wasnt told this when i was givenm the choice of a photo license 1st time offered 2001? I also asked if anyone challenged this rip off? The person I spoke to mentioned something about 5 years period it being free before renewal that i was just outside that time so my question is WHY DID DVLA not contact me to let me know to renew my photo 4 pounds and update for free within their limit? Its obviously like a bank making sure you become overdrawn so they can charge you extra money!

Does anyone know how to challenge this DVLA added expence?

i think it could be challenged as the paper license you got was accepted for set amount time so surely there is something not right here that dvla are trying to add funds for a pic license on a license that you already have passed is not on?
