DVLA Photo licence renewal for free?

So the DVLA no longer issue paper driving licences,you must apply for a new photo licence at various costs typically £19, unless you are informing them of a change of address at the same time, which is free i think . If I inform the DVLA that my house name has changed does that mean that that I can get a new photo licence for free .I currently don't have a house name so I need to invent one say "Twentyfive"(House Name) 25 My Address Street if you get what I mean .Would I still need to pay for a new Photo Licence?

I would have thought that you would still pay - after all the rest of your address is the same they will probably realise what the case is!

Wouldn't it be easier to use your parents address, then just change it back again a month later?0

They charge you for a new licence £19 unless you are changing your address which is free,DVLA only issue photo licences now, my paper one has had it, its falling appart.0

Surely there is nothing stopping me giving my house a name,DVLA need to know about a change of address so I am just informing them .0

There's nothing to stop you giving your house a name but it will not (without the agreement of Royal Mail and/or your local authority) form part of your officially recognised address, which will not have changed.0 -
When you do have a photocard licence, you still have the counterpart paper part so what will happen when that goes to tatters.

It looks like you'll either have to pay the amount they ask, or change the addy to your folks or something and then change it back again,but then you have the hassle of doing so if you're that desperate for the photo licence.
How did you manage to get your licence into bits anyhow?O0 -
It's only £20, not worth the potential £1000 fine for incorrect (parents) address or fraudulant name change of the house?!
