You can buy shop bought crackers with racing (clockwork!) snails in them, so you could 'copy' that idea, I've seen places selling the snails separately (Hawkins Bazaar type places) - or you could go for other clockwork animals and have a fun race - maybe put their names or a number on their backs? :D

we used to make our own.
We did a themed version for a few years. One year it was nature and we made little pencil toppers of british birds and animals using fimo (clay) and painting them.
Another year we did harry potter and made badges and keyfobs(I still have mine on my house keys) . It was great fun and we did them in our art lessons (homeschooling ).
We made wizard hats from craft paper and just put a little token in each cracker so that when you got a token, you looked in the box the hats were in to see which one was going to be yours.
There are some good jokes online if you hunt and those can be printed very small and added to the crackers.
If you haven't got pulls, just yell bang when you pull LOL
If you don't want to make things to put in, you could always buy some chocolates or fancy sweets for the prizes
