white meter heating pros/cons?

i'm looking at a renting out a flat and it has white meter heating. has anybody used this and is it good value.

Hi G....electric heating is considered expensive, tho Economy 7 mitigates this to some extent. However, my supplier EBICO charges a higher day rate, the full figures being....8.680p per kwh Day rate and 2.890 E7......not having a dual tariff meter the normal rate all the time is 7.40p kwh...gas is 1.940 pence per kwh....all figures include VAT and no standing charge.
With overnight storage heaters, you will need a boost in the pm, or put on an electric fire.
As with all heating, insulation, insulation, insulation is numero one.0
