Actually you dont need to convert the video to other format.There a many apps that can help you burn video to DVD directly.
I think movie maker is the best free movie making software.
But to make better slideshows you you need to find more advanced and professioanl but still user friendly software.
I used to creat DVDs with DVD Slideshow Builder,which is an easy DVD slideshow software contains motion menu templates.That is about 50$,but there is a christmas deal that ourpix offers contains this one as well as other slideshow making tools and photo collage tools,if you are interested in making slideshows,the deal is really great for you.

Actually you do, because DVD Video uses specific formats. If the source material is not encoded in one of those formats, it needs to be converted. Even if it isn't inside a VOB container? The Wikipedia article I linked to states that some DVD players work with MPG files, which I read as 'not all' and 'less than half'.0

I have to agree that the odds are not 100% that the DVD player will playback a .mpg file on a disk. Not sure what percentage of players will play it natively.
But I think the odds of that working are better than the OP selecting one of the tools being recommended, going through all the options and making a working DVD, first time, no coasters
