Hmmm.. am I sensing some prejudice and snobbery towards council tenants?
I am a council tenant and I'm having a hells game with a private home owner neighbour. Its not just council tenants who are problematic!!
He thinks because he owns his property he is superior and that means he's allowed to verbally abuse (with lots of colourful language) and threaten both myself and my children.
We are subjected to name calling, threats, and intimidating behaviour from this man in his late 50s/early 60s. Each time he's done it I've asked him to stop - he continues. He wont listen, is not reasonable and is totally unnapproachable and tells me I can report him to the police if I dont like the way hes talking to any of us - but then adds 'I know you won't because you're scared to'. I've ignored this too many times now and this week was the last straw and I've reported him to the Police for this unnacceptable behaviour.
I hope OP, that you get your problem sorted soon. All my troubles started over something minor that could have been solved with a civil approach from this man. Retaliating with spiteful and childish behaviour eg - drenching the kids with hosepipes won't help in the long run. If anything it will make you look a bit silly if your neighbour happens to counter-complain that you're making life uncomfortable for them too.
As for the camera in the garden, my neighbour has one of those too, pointing on my garden and the Police have said he cant do it, its ok on his own property but not on anyone elses.
The problem I'm having is that this guy is nice as pie to most people, I'm guessing he will pull the wool over the eyes of the Police too when they finally get to speak to him. I suspect its us that will come off looking like we are 'trouble'.
If your neighbour is as unapproachable as my neighbour you have my every sympathy but please don't go in like a bull at a gate, it only exacerbates the problem.
If you feel that you're getting nowhere in talking to the parents, is it possible that you could write a friendly note asking them to stop the children climbing the fence? or maybe is there someone else, another neighbour perhaps, who could say they've noticed what the children are doing and drop it gently into conversation?
I don't wish to offend anyone and I know I havent really offered much in the way of a solution but I wanted to say that not all council tenants are the scum that a lot of people think and also to offer another perspective on the situation.

I think that "repairing" the fence with a nail-gun at the appropriate time might help.....:D
Or, less fatal could be painting the top with fresh creosote every day... the mother will soon tire of the mess and ruined clothes.0 -

I know the option of contacting the Council has already been mentioned, but it can help. If you can prove that your neighbour is behaving in an antisocial manner then she can be evicted. Contact your local Councillor. If he / she has any gumption they should be able to get things rolling!0 -

Bramble is good.Im training some along my fence as we had kid problems last year.
We have hawthorns growing in our garden and I cut branches and wove them in and out of the wire where the kids were getting over too.
There are some quite nice spikey hedging plants your dad could use in his hedge too.Holly,Darwinii .
Also berberis, pyracantha (although I think its flowers stink!), roses. Blackthorn particularly good, as it generally causes wounds to fester nicely (buwahaha).0 -
