My wheelie bin has been filled with someone else's rubbish

As bin collections are fortnightly I now have a lovely moldering pile of rubbish in my garden and nowhere to put it. I have spoken to the council, who basically said that there was nothing they could do and they absolutely would not clear it or take my rubbish.

II think a lock and some marking on the bin to show it belongs to you is the only way to go. I have noticed that a lot of people now keep their bin in the house where I live!
Or hide in the bin and jump out yelling when someone else tries to use it.
