Anyway, all of this detracts from the question which is: are these devices capable of losing their accuracy? Regardless of them being fiddled, damaged, manipulated etc...can they lose their accuracy?

Yes they can, but also the bits that attach to the meter can also go wrong like everything else in the world thats mechanical.
