help pipe burst in kitchen

in Water bills
im in a rented property one of the pipes has burst in kitchen
finally managed to turn water off using stop !!!! which some numpty painted shut and sawed off the end so had to use pliers
now my problem landlord is unavalible his phone says unable to take your call try agian later no answerphone and he is like this uusally to 9am tommorrow morning
im barrasack on benefits so dont have money to call a plumber what can i do ?
any help would be appreciated ..
