I'm thinking about getting a Blackberry off ebay or an online refurb store. If I use my payg sim, will I be able to access the internet & email?

Not 100% sure, i believe BB's need to run on BB servers to have access to the blackberry mail and other functions. On PAYG you might find the internet and push email rather expensive, so a contract might be more suitable.
Can i ask why you are after a blackberry, it might not be the most suitable phone for you if you intend to use it as PAYG.Although no trees were harmed during the creation of this post, a large number of electrons were greatly inconvenienced.

You will not need to contact RIM. You need to go to your PAYG carrier and tell them that you need the Blackberry APN added and Blackberry Tariff. This normally equates to about £10 per month on PAYG.0

You also need to make sure the seller has removed it from his/her Blackberry Internet Server and if it was a company phone it needs the IT policy to be removed.0
