Any idea why I can't click on properties in My Computer
That sounds a little bit like what Microsoft affectionately calls 'DLL Hell'.

First though I would be inclined to check if you have anything suspect on your machine by running a virus checker and various other detectors (such as spybot, winpatrol, adaware etc.). If that shows nothing try running a 'repair installation' from your original Microsoft CD.

I can't get into Tools on IE cos IE will not open up
I've got AV, Spybot, so I'll try winpatrol and adaware
I don't have the Microsoft CD cos it was a company laptop and the company went bust so I kept the laptop.

Yes, I only started using this laptop again on Friday as I have been using a company laptop for the last 18 months.
As soon I started up it downloaded the automatic updates from Microsoft, don't know if that cocked it up, luckily I installed Firefox as soon as I logged on, otherwise I would not be able to access the internet at all.

Do you have an IE icon on your desktop, if so, can you right click and do properties, you may be able to reset defaults and manage add-ons from that screen.

Mmm try this for a moment it may help,

Open Internet Explorer if you can Tools, Internet Options, Programs Tab, Reset Web Settings, Untick reset homepage then Yes then Ok.

Also try running sfc /scannow as in this Link

    Both actions may help.

I don't have the CD to install, would I just be better re-installing IE from the Microsoft download website?
