I had to get it off him, but here it is...
I babelfished some of it and it said:

The problem with bablefish is that it translates too literally. As far as I can make out it looks like it means the driver was driving on the wrong side of the road, ie on the left of a two-way road, without carrying out an overtaking maneuver.0

He reckons he can see why they've said this. He was in a lay-by, looking to pull away after checking his map, and the policeman swerved like he hadn't seen him until the last second...even though he didn't need to swerve because my friend wasn't actually on the road.
Why wouldn't he have been charged with that at the time? Is it legal to charge someone six months after the 'offence'? It sounds to me like it is the real police who've sent the letter, but I can't see why they've taken six months. How would my friend be able to defend himself? It sounds like they're trying to fund-raise to me.0 -

It's for driving on the left of a two-way road without overtaking anyone (so driving on the wrong side of the road). The road is the CV700 at Km61.8 going towards Pego in Alicante at 5.50 in the morning of ?29? May this year. The exact date is a bit blurred,it also says that he did not stop when first requested to,
was it a 'local' police or Guardia,and as he was in an unmarked car was he on duty,
he obviously saw a dangerous act and stopped your friend,in Spain it is possible to be fined after the event,and they can take the money from his C/C,which I am surprised they have not done yet,
there is a part that I cannot read clearly about being banned from driving for one month and another part saying if paid within 30 days it is reduced to 315euros, as others have said If he is not going to Spain again then ignore it BUT cancel the card and get a new one with a new number,
If he does intend to go back then pay upIMOJACAR

He doesn't really believe in credit cards so he will have paid cash. I suppose that's why they haven't taken the money...lucky chappy then!0
